This seems specific to the particular PPA so may be an issue with
Launchpad or the key on keyserver.ubuntu.com.

In my Vivid installation I switched to utopic:
deb http://ppa.launchpad.net/gunnarhj/misc/ubuntu utopic main
Then I could successfully install the utopic package without any
complaints. So I made a no-change rebuild of the vivid package, and now
evertything seems to
netid 6.1.1.21-1~swloco1.1~vivid installed without problems.
