This is not an IBus issue - changing affected package.
With that said, it's easy to set it up to meet your expectations:
* Pick the English (US) layout
* Go to Settings -> Region & Language and change either Language (i.e.
the display language) or Formats to a Portuguese option. That will bring
Ubuntu 18.04.2 LTS and the problem still persist.

This layout should be pretty much the same as English (US, International
with dead keys) with some exceptions, such as ' + c yielding a cedilla
instead of ć.

up, there is nothing right over there. For instance, the sequence "a s d
f g" turns out to be "i e a o u". Any suggestion?

Portuguese (Brazil, nativo for USA keyboards). It's totally messed up.
