works fine
$ ubuntu-device-flash touch --channel=ubuntu-touch/stable/ubuntu --bootstrap

and I think, it should be run as root...
I run $ adb reboot bootloader
and then ubuntu-device-flash, displays: "Expecting the device to be in the
bootloader... waiting", and just sits there.
