Huh. Rebooting and retrying again seemed to work. Eventually (after some
long pauses) the phone allowed me to set a passcode.

I'm seeing this in ubuntu-touch/devel-proposed/ubuntu build 239 on mako
with the same Could not set security mode error message reported by
Daniel.
The failure happens when setting it from the welcome wizard.
As a workaround, setting the passcode via phablet-config WfM.

works fine here on ubuntu-touch/rc-proposed/bq-aquaris.en, need to try
on wily but those images are not recommended for use and not tested so
it's not really an High issue
