After some IRC discusison with mbiebl from debian and pochu: some package install the docs in /usr/share/doc/$pkg/ and symlink it to /usr/share/gtk-doc and for files in /usr/share/doc/, dh_installdocs applies it's compression, the installation creates symlinks so that the docs are found by
