That was with kernel 3.16.0-44 which doesn't include module for opal-prd.
With kernel 3.19.0-28, /etc/init.d/opal-prd start--> OK
/dev/opal-prd exists

A new release of skiboot should have a new bug with the appropriate
Feature Freeze Exception information for the request -- from what I see,
it doesn't only contain bug fixes but also new features.
