I suspect this could have been a server issue since at the time, I heard
from others that they were able to add a new review. I don't notice
anything in the scope-registry.log. I will keep trying a few more times
and will upload the log file when that happens.

Can you check the scope-registry.log to see if there is an error logged
when you try to submit the review edit?
