I had the same problem with an AMD desktop and a Microsoft Comfort Curve
2000 USB keyboard. Caps Lock worked with a PS/2 keyboard, didn't work
when I switched to the USB keyboard. Caps lock started working again
when I uninstalled mouseemu.

You can use
dpkg --get-selections |grep mouseemu
There are many other ways to check it, this is the one that came first
to my mind.

This issue is reported happened on macbook, but you're using compaq laptop, I
think this is two different kind of problem.
It would be better that to create another new issue on the launchpad and not
mixed with the mac platform. There will have nice guys willing to help you :-)
And for the mac
well I tried the dpkg command but there was no output of that,so my
issue is still unresolved :(

I have the same issue with my system,the caps lock light works on the
login/password screen,but it turns off as soon as the user profile is
loaded,I am going to login as root to check the caps lock light status
as Root user.I will paste my results in next few moments.

Unfortunately it seems this bug is still an issue. Can you confirm this
issue exists with the most recent Jaunty Jackalope 9.04 release -
http://www.ubuntu.com/news/ubuntu-9.04-desktop . If the issue remains
in Jaunty, Please run the following command from a Terminal
Removing mouseemu fixed the problem for me.

I have a macbook v2,1 and the problem is the same - caps lock's LED doesn't
light when caps lock is pressed.
Num lock led works when pommed is installed. I'm using Ubuntu Jaunty (9.04).
