In my case asking dpkg to configure the broken package let me continue:
$ sudo dpkg --configure libexpat1
If the above seems successful, then asking apt-get to continue should
finish off the update:
$ sudo apt-get install -f

This may well be an occurance of what is thought to be an apt bug and
reported under bug #1485970.
