I am currently on openSUSE and installed their latest version. The entry
shows up correctly as "Ändern" (with Umlauts) and I am assuming this
issue to be fixed in the meantime.

I'm not using a specific theme (but I have installed ttf-mscorefonts-
installer and am using the sharpfonts (
https://aur.archlinux.org/packages/sharpfonts/ )) and in the media
manager in the menu bar -> Actions -> Modify... this entry is correctly
shown as "Ändern...".

"Ändern" not "Andern". Feel free to check the NLS file. Maybe some
GUI theme problem which is responsible for removing the two dots?
