Since the latest Ubuntu release this issue has been resolved for me and
now I can have my timeout set to 1 minute and the screen turns dark
before locking.

It shouldn't be waiting for a spec. "For ten seconds before the session
locks automatically, the display should dim, to warn you that the lock
is about to happen, giving you a chance to cancel it. Any input,
including volume buttons, should cancel the lock and therefore restore
the display."
is this waiting on the new spec? seems an obvious bug fix to make it
work like "two mins"

I haven't returned to the screen blanking issue yet, but I very much
doubt that it will affect screen dimming at all.
If the purpose of screen dimming is to warn you that the screen is about
to blank (giving you a chance to cancel it), then -- as Ken VanDine said
in bug 1437510 -- it should always
so system notification dimming/time out is different than unlocked phone
user-inactivity time out.
I assume you mean user-inactivity time out
the way it _should_ work today is that after 15 seconds it dims, after an
additional 45 seconds it blanks.

That's sort of a side effect of bug #1437510, if u-s-c was doing the
"dim before blank" rather than having different settings to tweak we
wouldn't have this issue.
