`sudo apt-get install python-pip` displays:
    Recommended packages:
      python-dev-all

but there's no such package in 15.04 and I couldn't find it at all at
http://packages.ubuntu.com/

There is a python-dev package.

The error I get is
% sudo apt-get install python-dev-all
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Package python-dev-all is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'python-dev-all' has no installation candidate
