Public bug reported:

Choosing "Screen and Graphics" from menu does not launch the program.
Instead, a bubble reporting a application crash comes up.

Trying to start it from the terminal gives the following error:

 $ sudo displayconfig-gtk 
[sudo] password for amit:

So basically, Screen and Graphics does not _ever_ start for me now.
