I have experienced identical behaviour.
A complete re-install of Kubuntu Gutsy has not helped.
I have filed
Bug #175909 in kde-systemsettings
because this bug is marked closed.
The messages on console when the Administrator Mode button is clicked are:
Typing
sudo kcontrol
from the console enables administrator tasks to be accomplished. This is
a workaround. There are error messages about uid being 1000 when it
should be 0, but it works.
kdesu kcontrol
fails with error messages.

It sounds VERY strange, but I'm experiencing this EXACT problem on Kubuntu
Gutsy 7.04. The system is completely updated and ship-shape.
Only one thing happened before this and I'm not sure if it related --
I had changed my locale to en_US from en_IN using Kcontrol - Regional
Accesibility -
I tried re-installing kcontrol, yet it did not work -
