I have experienced identical behaviour. A complete re-install of Kubuntu Gutsy has not helped. I have filed Bug #175909 in kde-systemsettings because this bug is marked closed. The messages on console when the Administrator Mode button is clicked are:

Typing sudo kcontrol from the console enables administrator tasks to be accomplished. This is a workaround. There are error messages about uid being 1000 when it should be 0, but it works. kdesu kcontrol fails with error messages. -- Administrator mode not working

It sounds VERY strange, but I'm experiencing this EXACT problem on Kubuntu Gutsy 7.04. The system is completely updated and ship-shape. Only one thing happened before this and I'm not sure if it related -- I had changed my locale to en_US from en_IN using Kcontrol - Regional Accesibility -
