Public bug reported:

On 14.04 the apache2 config is placed in conf.d which is not picked up
by the standard apache2 configuration and thus not set to run
automatically when installed.

It seems this file should either be place in sites-available (and then
have the symbolic link created in site-enabled using a2ensite) OR to do
a similar thing with conf-available and conf-enabled.
