Apps should not be using 1.3 according to the SDK people since it's
unreleased.
unity8 shows the correct header size with the use_sdk_13 branch but we can't
land it since there's major regressions with SDK 1.3

OK cool, I didn't know the use_sdk_13 fixed this.
But SDK 1.3 will be officially released with OTA7 was my understanding.
