Same issue occurring on Xubuntu 19.10. A previous comment said that it
wasn't an issue on their XFCE, but it does occur on mine. (Xfce 4.14)

Samsung laptop on 15.04
When a suspend happens due to either an inactivity timeout or closing the lid,
the last desktop is shown for 1-3 secs on resume.
When explicitly asking to Lock or Suspend through the UI it does not show the
desktop but rather goes directly to the login screen as expected.
I've just installed 15.10 (with updates download during installation) on
Dell XPS13 9343, using default desktop, this bug affects me a lot
because I have to leave my laptop unattended many time per day with
confidential information on display.
