Public bug reported: I am finding that sometimes when I use the command "gnome-session-quit --power-off", it results in immediate shutdown, even though it should (and usually does) result in a dialog box with options for shutdown, reboot, and suspend. Getting a shutdown when a suspend is sought is problematic. I am using Ubuntu 14.04LTS and I call the command from a keyboard shortcut.
