Since it looks like
- the format of my original problem file upload is wrong (it is stored as an
HTML file; I can't get it to work)
- this behaviour is documented, and maybe LyX is not ultimately intended to
shield users from all LaTeX issues
- @andrikos has spelled out how to do what I was
You need to specify a width for the column which contains the equations.
This will use "m" type for the row which will work.
You can find a sample .lyx file attached which worked for me in Lyx 2.3 (Ubuntu
20.04)

You might want to open an upstream bug, but I am not sure that it will
get more attention there.

Oh, that's interesting that it's documented. I didn't see that.
Still, even if it worked properly by not allowing the user to do illegal
things, the documentation for what is and isn't possible should still be there.
So I still prefer to keep this open, and set to confirmed -- thanks.

That's not a bug in LyX, it's a restriction in TeX. You cannot use an eqnarray
environment inside a cell of type c, l or r. \parbox or a minipage environment
is required, or a p column (or b, m with the array package).
Fix with LyX: insert a box (minipage). Possible fix in the exported TeX file
Thank you, but I beg to differ. This is a bug.
LyX lets you do something which you should not be able to do, since LyX
cannot compile it.
Requesting LyX to allow you to do it and make proper LaTeX code may be a
feature request, but stopping you from typing something which is sure to
break
