I have a USB brother HL-1440 that is connected directly via USB. Ubuntu
does not give me the option to detect or add a USB printer as in the
past. I can not connect the printer because I have no clue what the URI
for the printer should be.

This is a problem of the architecture of CUPS. CUPS supports only
setting up local printers if the printers are actually connected and
turned on. It does not support device-based URIs like usb:/dev/usblp0,
only device-ID based URIs, like usb://hp/laserjet_3390.
