I know I'm late to the party, but this is a bug in the fglrx driver, and
can be rectified as far as vainfo is concerned with a fix listed here:

TL;DR:
sudo ln -s /usr/lib/libXvBAW.so.1.0 /usr/lib/x86_64-linux-
I have error.
"x@x-Aspire-7551:~$ vainfo
libva info: VA-API version 0.38.0
libva info: va_getDriverName() returns 0
libva info: Trying to open /usr/lib/x86_64-linux-gnu/dri/fglrx_drv_video.so
libva info: va_openDriver() returns -1
vaInitialize failed with error code -1 (unknown libva error),exit
If vainfo can't load the driver, then Chromium HW acceleration will
definitely not work.
