Public bug reported:

To reproduce install ubuntu mate xenial in a kvm virtual machine using
qxl emulated graphics for 2d accelartion and by defualt marco draws
compositing and after the install click on the newtomanger applet on the
top panel first think after reboot. Then it has giant shadows on around
the network manager popup in an dull gray color.

I expected this to have network manager just popup a widget like it
normally does on lubuntu or marco without compositing. What happened was
I get this problem with the network manager and open mate-tweak from the
menu to turn off compositing and click the network manager applet again
and it appears how I expected it. I also tried changing the to one of
the different themes blue submarine in ubuntu mate so I do not think it
is a theme issue.
