I would like to retract this bug report.
After installing Gutsy (7.10) from the ISO image, the Fn-F5 wireless
toggle switch works as expected with the 0x8f mask. I can't explain
why changing the mask, as described above, made any difference in the
context of the upgrade from 7.04 to 7.10.

I can confirm that this occurred on my identical spec x40 ipw2200 - also
an upgrade from 7.04
