This is fixed with Virtualbox 2.0. So seamless mode is now working again
here on hardy with the binary 2.0.2 release and Gnome. The Windows
taskbar is above the Gnome panel again. Great.
So probably the OSE of version 2.0 should also work again.

and virtualbox-ose version. In some rare circumstances, Virtualbox will
put the Windows start menu above the gnome taskbar, but most of time it
will hide it.

Yes i confirm that with the official innoteck package (from
virtualbox.org), the seamless mode don't hide the KDE taskbar. The
Taskbar of the Virtualized Machine is just on the top of my Kunbuntu
host Task bar.
The situation is different with ose version : The VM Taskbar (in fact i

present in virtualbox (from virtualbox.org)?
Please try to clearly say what you think is buggy (and provide a way to
reproduce it).
I've not tried using seamless mode yet, so I don't know what you mean
exactly.
