Reopening. I can provide information regarding this bug.
Firstly, I'm using emerald.
Secondly, it only happens with emerald. gtk-window-decorator has no issues with
application-switcher.

I absolutely confirm this bug.
I'm on a Acer Aspire 5685WLMI laptop, with Nvidia GeForce Go 7600, Ubuntu Gutsy
and Compiz Fusion with Emerald decorator.
Here's my screenshot.
As you can see, the behaviour is that the swicther window is sized to
the first window-thumbnail only.
