Let's reiterate this again.
Loading keymap works.
Setting up fonts during boot doesn't work.
I believe difference between loadkeys and setupcon is clear and 2 months
total might be enough to fix this finally.

Configured console font doesn't get set (default one is used), setupcon
needs to be ran.
"ExecStart=/bin/setupcon" appended to console-setup.service does the
trick.

bzr for the next upload.

only being pulled in by systemd-vconsole-setup.service. This was
previously pulled in by plymouth-start.service, but this seems an odd
and unreliable way of doing that. systemd-vconsole-setup.service has
never existed in Debia
