It talks to network-manager. Which doesn't understand the .ovpn format.
So this would require extensive work on the network-manager-openvpn
plugin.

Since Connectivity API (indicator-network) talks to openvpn (?) maybe it
should deal with configuration files, not System Settings. This means
the backend must be open to accept config files.
