This was reported against an experimental build from the Xubuntu-dev
PPA. The issue does not seem to be reproducible anymore, so I am closing
this report.

I've tried to verify this bug. With Xubuntu 16.04 (daily iso) amd64,
syntax highlighting works on css and desktop files. I don't have test
with gtkrc files as I don't know this kind of files.
