My other laptop is a HP nw8440 and the screen turned off nicely with
Gutsy but looks like it doesn't work with Hardy now.. strange

It works for me. My screen doesn't turn off only after resuming from
suspend. After a reboot or the above trick, blanking the screen works
normally.

Funny thing, when I unplug the power cord for a moment, and then plug it
back then turning off the screen works, until next restart.

I just tested it with Hardy Alpha live cd and it's still the same.
Screen goes black but doesn't turn off. Still consuming power. And it
would be better if it would be possible to set the turn off time to less
than 11 minutes.

Could you please try this in a recent Hardy? We've recently put in some
HAL updates that do help with backlight control on many computers. You
should be able to try with a live CD.

Fujitsu Siemens Amilo La 1703 screen doesn't turn off either in power saving
