OK, you'll have to do this:
1.) Open the terminal. ( ALT + F2 ) then type in ccsm.
2.) CompizConfig Settings Manager should pop-out.
3.) Go to General Options and then to Desktop Size.
4.) Change Horizontal Virtual Size to 4.
If you've typed in terminal ccsm and get error, do this.
Go to System

Same problem here!
I'm using Ubuntu Gutsy Gibbon 7.10. I have installed compiz-fusion and I can't
change from two workspaces to four workspaces :/

Hi,
I'm having the same problem with 7.10. If i turn on the Visual Effects, 2 of
my workspaces dissapears, leaving me with only 2 workspaces. If i turn off the
visual effects, i get back 4 workspaces again.
Notice the screenshot attached. I have no cube, but only a sheet of
paper with two
yup, thats it! exactly what i have, a sheet. If i can figure any way around
this ill post it here. I hope there is a fix for this soon, it is REALLY
annoying.

Yes,
I did an upgrade from feisty. The other baffling thing is that if i go
into the settings file (cant remember the name of the file off hand) and
manually specify 4 desktops,... still only two appear. I dont know where
to go from here.
