Actually, I don't think such an indication is absolutely necessary.
Ordinary users are not encouraged to use pre-release versions, as the
matter of fact they are even advised not to do so. Anybody using pre-
releases (and so subject to the possible inconvenience) is actually a
tester, and testers

Is it even safe to say that if a user upgraded to a -beta or -rc that
their system is current? I know that my testing machine was different
than a fresh complete 7.10 installation. Ie: Fast user switching in
the top gnome panel.

Saying something like your system (7.10 beta) is up to date or your
system (7.10 final release) is up to date would not necessarily work
because as far as I know, beta and release candidates are just snapshots
of packages. Maybe it should say something like A(n) new
(alpha/beta/final) version of

That doesn't indicate that the beta release has become the final
release.
In my opinion it should be specified. For instance by adding release
information: your system (7.10 beta) is up to date or your system
(7.10 final release) is up to date.

No updates available (or something like that).
