Ok, I had mutter depend on gnome-settings-daemon (which in Ubuntu
depends on the split-out schemas) in my packaging and the Debian
packaging. Except for GNOME 3.24, Ubuntu's mutter is in sync with
Debian.

It is possible to use mutter without gnome-shell. I.e. start a GNOME
Flashback session and run “mutter --replace”.
