Thanks for reporting. Looks like this package is present in Debian [1], but was removed [2] and blocked from future syncs in Ubuntu [3]. Based on the comments, it seems to be due to the decision to not support multiple init systems in Ubuntu. (I don't know if this has changed in the mean time)
