I'm not clear on why this patch changes the postinst to look for both
php7.0 and php5 when the runtime apache config looks exclusively for
mod_php.c and the package depends on libapache2-mod-php. This looks to
me like it should replace the existing php5 config with php7 rather than
adding on to it
