For openstack-magnum project, there is a need to update python-docker to
1.8.0

Python-docker is in universe, and apparently (through apt-rdepends) only
docker-compose from universe depend on it.

A proposal package is ready, and somehow tested.

It has been tested via python cli, to check if it can create a simple
container, units tests passed (coreycb).

On a vm I installed docker-compose, a basic docker-compose.yml, ran it,
upgrade python-docker, and re-run docker-compose. It seems to work well
on this very simple test.

I included a debdiff against python-docker-1.5.0-1ubuntu1 and the
proposed package.
