While we can update the path in the source, if you used `cobbler get-
loaders` first, it should be preferentially using the /var/lib/cobbler
file.
This bug is actually introduced because Debian picked up the fix from
MAAS for LP: #898838 but was clearly not tested to actually work any
longer. I'm
xenial's pxelinux provides "/usr/lib/PXELINUX/pxelinux.0" instead.
