I had similar issue after running normal dist-upgrade on 20.04 which was
working fine since months, which is an "old" upgraded system (originally
started as Ubuntu 06 ;) ), dual-boot with Windows 10 which I
[Expired for grub2-signed (Ubuntu) because there has been no activity
for 60 days.]

I've also struggled with this problem (package "grub-efi-amd64-signed"
refusing to configure) during system upgrade 16.04 to 16.10, and finally
managed to overcome it:
sudo ln -sf /usr/lib/grub/x86_64-efi /usr/lib/grub/i386-pc
sudo ln -sf /boot/grub/x86_64-efi /boot/grub/i386-pc
sudo mv /boot/efi

"grub-install" to "grub-install --efi-directory=/boot/efi"
Then apt-get install.
Helped for me.
