The provided URL just returns all 0xff. You can easily verify it
manually by running Wireshark while VLC tries to fetch the playlist.
As far as I can tell, the server is configured to make VLC fail on
purpose. Closing.

Note that you can still access the stream with VLC if you skip the M3U step:
vlc http://stream.srg-ssr.ch/m/rsc_fr/mp3_128
(but likely the server admin will block it when they find out)

The above failure occurs when passing a valid radio stream web address
to vlc such as
vlc http://stream.srg-ssr.ch/rsc_fr/mp3_128.m3u
from a command line. Passing the same web address to Clementine or
Radiotray does not fail and does play the expected radio stream.
