If you are willing to help debugging this, then please run 'sudo ntpd
-q' and report its output, and whether that fixes the problem. Is your
clock highly different from the real hour, i.e. by hours as the title of
the bug says?

I'm running into same problem (insists that I install, then tries to
install, then reverts to Manual) with 8.04 LTS. Here's what dpkg-query
lists, if it helps.
dpkg-query --list ntp\*
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-f/Unpacked/Failed-cfg/Half-inst/t-aWait/
I don't think time-admin is at fault here, it simply calls ntpdate,
which is likely the culprit.
