I have finally realised what this is about. Since the move to stable
udev names, all the detection/labels in netcfg are wrong.

Right, imho netdevice question is no longer essential and should only be
shown if there are any qeth device to active. Because from the code it
looks like it is not possible to complete installation with ctc / iucv /
virtio options. (virtio is no-op, iucv & ctc support appear incomplete).

PCI interfaces (like virtio) don't need extra configuration but the
s390-netdevice menu wants you to choose something. The way out would be to
select virtio in this case. Which is confusing.
