Thank you for reporting this bug. In Comment #3, did you have the order
reversed? php-mbstring is a dependency problem (resolved in Bug #
1577482, which is pending upload for SRU), while gettext is an issue in
the PHP7.0 packaging (as reference in Bug # 1569128)?

First one is bug in PHP packaging (fixed in Debian, but not in Ubuntu
16.04). Second one is bug in Ubuntu patch
(https://launchpad.net/ubuntu/+source/phpmyadmin/4:4.5.4.1-2ubuntu1),
which did not properly adjust dependencies for PHP 7.0.
