My computer has crashed twice, leaving me with no choice but to force
shutdown on it and each time i start it up again my bottom panel is now
at the top and it is stuck there.

Dragging the panel does nothing.

Going into panel properties and selecting "bottom" positioning switched
back to "top" as soon as you hit enter or try to let it apply settings.

Using gconf-editor and changing the orientation value to "bottom"
actually does move the panel to the bottom but as soon as i move my
cursor over the panel it FLOATS up to the top again.

My panel settings are: 
Animation speed: Medium
Auto hide: yes
auto_hide_size: 1
Enable animations: yes
Enable arrows: yes
Enable buttons: yes
Expand : no
hide_delay: 500
monitor: 0
Orientation: stuck at "Top"
Screen: 0
Size: 75
unhide_delay: 250
x: 0
x_centered: yes
x_right: 0
y: 0
y_bottom: -1
y_centered: no

I am not sure how to reproduce this as it only happened after my
computer hung and i forced a shutdown.
