There seem to be two problems here:
(1) Inapplicable items are being made invisible, but not properly
removed, so they are still being measured when centering the rows. If
the “Network” section contained “Cellular” and “Hotspot” like it does on
a phone, and the “System” section contained “Phone” l
Design has already fixed this by changing the visuals. This is also a
duplicate bug, but I can't find the bug it duplicates so let us keep it
for now.

IMO systemsettings would be a perfect candidate for the
AdaptivePageLayout, switching to a two column view when there's enough
space.
