This bug got fixed with the updates coming from bug #1576455 "SRU kde-
language-packs mismatch".
Pls see comment #13 there.

Yes I have found the problem, It looks like several of my packages were missed
in the upload. I had to get these sponsored.
They still exist here:

I am trying to find out how to get them in archive now that xenial is
released..
