This was originally targeted against Xenial but for some reason updated
packages were released only for Yakkety and Zesty.
In those releases there is no more separate copy/move dialog in
Nautilus. This file manager uses now integrated indicator displaying
progress of such operations.

Thank you for your bug report, that's indeed an unity issue. Clicking on
the launcher icon twice works though but it's a workaround
