In that case I'd say the bug ought to be retitled to a more general
request to upgrade SCons rather than a request for a specific version of
SCons as it is currently - I queried this because as things stand it's
asking for a particular version to be merged.

The merge bug is "Incomplete" because the required information (the
source of the new upstream that fixes the issues you describe) is not
yet available. Once available, the bug will be reviewed again, and
appropriate steps taken to close the described issue (a newer scons for
hardy would be nice).
Why have you marked this as incomplete? Merging this version of SCons
will cause a number of other packages to FTBFS. Upstream have fixed this
(the fix will appear in the next version) but they are dragging their
heels over actually releasing the fix properly due to other bugs.

You'd be better off waiting for the next upstream release (which is a
week or two overdue so should be imminent). There's a bug which breaks
the build for some other packages which will be fixed in that.
