Public bug reported: For most desktop users, their computer doesn't run more than 1 day. Thus cron can be uninstalled and anacron ensures on next startup that it will perform the tasks which had past schedule dates.
The cron task is only in /etc/cron.daily could be processed by anacron. Thus the popularity-contest package shouldn't depend on cron (but maybe on [cron or anacron]).
