This works fine in yakkety (fresh install of 2.1.0) and in xenial
(fresh install of 1.3.1)
So, I'd say fixed release; but it's possible that specific upgrades are
broken.

For 14.04 and 1.3.1ubuntu10 from cloud-archive. I cannot reproduce:
1. uvt-simplestreams-libvirt sync --source http://cloud-images.ubuntu.com/daily

2. uvt-kvm create --memory 4096 --cpu 4 --disk 20 t1 release=trusty
3. uvt-kvm wait --insecure t1
4. uvt-kvm ssh --i
