I just saw this on focal. I re-ran `systemctl enable spamassassin` and
it seems to be gone now. Not sure why though.

I'm no longer seeing this issue. It may have been something ephemeral
or solved by a system reboot.

I cannot reproduce this bug in neither a Xenial container nor a VM. I
ran:
apt-get update
apt-get -y install spamassassin
systemctl enable spamassassin
systemctl start spamassassin
And spamd appears to start with
Status changed to 'Confirmed' because the bug affects multiple users.
