The module is explicitly modprobe'd by the same service which imports
the pool(s).
If you have an /etc/zfs/zpool.cache file, that service is:
zfs-import-cache.service
If you do not have a zpool.cache, then this is used:
zfs-import-scan.service
What does this command have to say?
